Connecticut Insurance Commissioner

Barbara C. Spear is the Acting Insurance Commissioner of the state of Connecticut. With over 28 years of experience in the Property and Casualty Insurance, Ms. Spear was appointed by Governor Jodi Rell on November 12, 2010. As Acting Insurance Commissioner, Ms. Spear is also the Director of Consumer Services and Business Regulation. In this position, she oversees the Consumer Affairs Unit, Market Conduct Unit, Licensing Unit and the Fraud Investigations Unit. Under her leadership these units have collected $60 million in licensing fees and $2.1 million in penalties and fines. Her mission has been to increase the accountability of and consumer experience with the Connecticut Insurance Department. A graduate of the University of Rhode Island, Ms. Spear has earned the designation "Certified Insurance Counselor" from the National Alliance for Insurance Education and Research.
